Taxable Recharge

Some US states require sellers and suppliers of prepaid wireless services to collect emergency telephone users surcharge (ETUS), for example 911 and 988, and local charges, for example, sales tax, on each transaction involving prepaid wireless services.

To manage ETUS and local charges, define a Recharge application profile in My MATRIXX, which specifies the taxes to be collected at the time of Pay Now recharge. When the Charging Server processes a Pay Now recharge or purchase offer request, the Charging Server determines if there is a purchased offer or a global offer with a Recharge application profile. If found, the taxes specified in the profile are applied. If there are multiple purchased offers with a Recharge application profile, the offer with the highest priority is used. The Pay Now transaction amount is the requested recharge amount plus taxes. If no purchased offers or global offers with a Recharge application profile are found, no taxes are collected for the Pay Now transaction.
Note: There are no price components for the Recharge application type.

Add a Recharge application profile using the Tax/GST tab in My MATRIXX when setting up a product offer. The specified taxes are added to the Pay Now transaction. Only tax-exclusive configuration is allowed. The Recharge application profile is used by the Recharge and PurchaseOffer SubMan APIs with Pay Now to determine which taxes and how much tax to collect at the time of a Pay Now transaction. When the RefundPayment SubMan API is called to request a refund on a payment, the API response includes information about any charged taxes. For more information, see the discussion about recharge in MATRIXX Subscriber Management API.

The generated recharge or purchase event records the tax amounts including the applied taxes and offers. The balance update amount equals the recharge amount excluding taxes. The Pay Now transaction information is recorded in the Subscriber database and includes the amount, tax rate, tax amount, and applied offers. This information is used when a subscriber requests a refund.
